Especially the most recent Maddens where the parody between cards is pretty high. Deion and Moss aren't the Deion and Moss from previous years when guys like Sherman and Brandon Marshall release w/ similar (or higher) speeds.
I would imagine a lot of it's due to keeping his throwing and other attributes high enough to maintain a 95 OVR. Push his speed higher, and the math EA uses to determine his OVR would probably push it 1 or 2 OVR's higher than they wanted.
