anyway. To answer your question OP: I think it can’t hurt to buy LTDs around QS value.

i also buy non-TVP LTDs occasionally if I think the abilities are meta and the price is reasonable. 
 

And this doesn’t really apply now, but I’ve had luck buying guys that are also faster than every other card available.
