EA needs the progression system to keep all of us constantly chasing the next best thing, surely they have decade(s) of data and have build psychological profiles to know exactly how to exploit weak minded fools such as myself.
For example, if most people understood the 96 OVR Combine players were significantly more competitive than nearly every single 97 & 98, many 99s as well... it gets difficult to sell packs. Which is why EA gatekeeps those Combine upgrade tokens, preventing much of the player base from taking advantage of those overpowered cards, which were clearly ahead of their time.
It's all about the Benjamin's, baby. Uff. I need to retire from this madness.
