I had really good luck with the 47k packs. Got a bunch of 98s and 95s made sets with all the 93s. 3 95s and 1 93. And made 95s with 2 93s and a 90=91 and 88=89…

Maybe they want to slow down the overall increase throughout the year.  If they start smaller it will make each overall bump a little more important
