As a User, Man and zone rating don't matter. 

But leaving them to the CPU, with chem and/or strat cards Derwin hits both threshholds.  I also think Cromwell is great back there as a CPU controlled card. I like Pola Mao and his abilities are discounted if you run him in man cvg.
