Yes but not every play.  I user Peppers from the LE spot 3 or 4 times a game.  Main issue is that from that position he can not cover the right side of the field and if you move him presnap to the center of the field, you open yourself up to power runs right to the spot you vacated.  When I user him, it is specifcailly to stop something my opponent has been consistently doing.  Sometime it is to stop the roll out.  Other times, it is to pick off the RPO.  My best sucess has been covering the table and angle routes by the HB.  I have had multiple pick 6's which is great because it usually results in a rage quit.  I feel like to be successful you need to mix up your user.  Everyone expects the MLB/SubLB1 as your user but I like to get a safety in the box or sometime the slot corner.  If you opponet does not have identifier, you can really catch them off guard.  They will get into the habit of the same play calls and same reads and that is when you break out the dline user.  Two years ago, I used Peppers at rush DT and either dropped him in a vert hook or spy.  He was really effective but I have not tried it this year as QB scrambles with EA are not really a thing this year.
