Content is generally pre-determined except TOTW . So even if the community overwhelmingly asks for a player , they won't get him unless it was in the content "script" created before the game even dropped. Because of the lack of staff, EA has a difficult time doing things on the fly, like changing gameplay or how the field pass works, etc. It is why it takes so long to fix XP, it is why Solo Battles get gated because they don't have the manpower to fix them so they just take them down. 

This is more the issue I have. And it is because EA allocates SO much more resources to games like FIFA and Apex that Madden/MUT has these problems.

You have to be able to be flexible and malleable and makes changes on the fly and EA has such a hard time doing this because frankly, we make up a smaller share of their revenue.  So we don;t get the same responsiveness as other games do.
