Getting your Oline all to 90 power baselines is fundamentally probably the best difference you can make. 
On defense that +2 PRS and +1 TK will put a lot of your DBs as new baselines. +3 MCV and +3 ZCV for all DB is also broad enough to make a difference somewhere, especially if you’re running deep safeties and safeties at LB.

As far as 99 club.. whatever I’m sure there’s a minimal difference of some sort. I just think these 2 items are most optimized for making A difference in your team

youre also getting +1 MCV from your offensive strat item so all your CBS should now have 99 MCV. You’ll have 98 ZCV or 99 MCV across the board at DB. So with safeties as LB’s playing mid zones.. lock down.

It all depends on your scheme but these 2 will get you right
