<p>Since we can't max this pass out and we have a 2nd part to the promo the Legendary Pack at the end is going to have all of Part 1 &amp; 2 99's ovr champs in it to choose from is my guess.</p>

EA wont do it though because it'd require effort and they'd get no $$ for it.
