<p>He very well may have.  There also may have been an internet issue.  Be careful accusing people unless there is a repeated pattern of abuse.  Sometimes things do happen - power goes out, internet hiccups, power surges, etc.</p>

<p>I haven't tried it on iOS yet, but there are iOS settings in it. so it looks like it would work on mobile.  You could test it today.  There are other non Madden streams that have drops.</p>
