Unless you don't have anywhere else you'd like to spend the training, it probably isn't worth powering him up. Generally the reasons to power a card up are:

1) to select a different theme team (ie selecting the Seahawks for Jerry Rice since neither his 96 nor 99 are equipped with Seahawks chem); 

2) to get theme team credit at a player's secondary position. Not all players even secondary positions (and I doubt Jefferson does), but some do, such as a LOLB also getting chem at ROLB, or a SS getting team chem at FS. Bruce Matthews can play any position on the O-line for my Titans theme team.

3) unlocking a specific ability/ getting an attribute above a threshold. Not super common, but before his 98 OVR came out I used powered up Randall Cunningham because his Bo Knows card couldn't get Gunslinger, but he could if powered up.

4) Sometimes it can be cheaper to power up a card and use a power up pass, or upgrade a player to just below their top card, rather than spending a ton of coins on the top card. The attributes won't be as good as the top card, but in some cases you may not even notice a difference in play.

I skipped out on Madden 21 last year, but I was really hoping they'd put a player from there back in: Jim Thorpe. He looked amazing, and as a football historian, I just love that kind of stuff. No real stats were tracked on him, just legend's and stories of his insane ability. Oh and I'd like to see as well:

You get a choice between a WC pack and a 98 UL pack.  I chose UL Moss because that way i could replace mine and sell it on the AH and keep the NCAT.   I detested having to win 25 times.  they don't pay well on XP and i probably cold have made 3 levels worth of XP if I had been playing h2h seasons.
