I'm sure there are more but let's start with the above and here's what I think could make it much better:

1.  If the cards are BND from solo rewards, stick to giving us the hero cards because that is how they sold us on NCAT/BND being a good thing when it was started last year, "Yeah they're NCAT but it means we can give you higher rewards" was basically the message

2.  To help it not be pack only, introduce rerolls for it as well to help the market and the ability to make the sets.

3.  If they want to give us lower rewards, they shouldn't be BND or at the very least, make them set eligible

4.  If a player or multiple players are deserving of upgrades, give them the upgrades, we need flexibility for a promo that is supposed to be based on real world performance, we know some weeks a couple of players are going to go off, don't hold it back because you have have an imaginary limit you've put on yourselves and do not hold a player back because they have an upgrade lined up in October/November, it's not like these plans are shared with us, we will have no idea that you had to change the promo master a couple of weeks to a month from now, adapt and adjust

5.  TOTW needs to be current players so we can reward more who are deserving based on the real world results, none of us are going to be up in arms if the Legends promos suddenly gives us 5-6 legends instead of just 2-3 each week, there is no reason to stick to arbitrary limits from past Maddens when they can learn and grow

I might have missed some things but these are my thoughts, to me it's all about being flexible and adjusting instead of trying to stick to a template from year's past.

I'm assuming the level 13 pack will be random since it didn't state fantasy pack, but worst case you can choose Pickens in the level 18 pack. I'm definitely getting him. He should be my WR2/3 right now until I get Sutton. Worst case he falls to WR4/5 later on and provides Steelers chemistry and hopefully good run blocking when needed.
