<p>Heavy Blitz boosts all defense IBL, POW, MCV and then uncommon and rare give you other boosts. <p>I would put him in the power up. OVR rating doesn’t make a difference in game. He also gets DT as secondary chem and will count towards both of your team chems with the PUP, that opens up another spot on your roster.</p>
