<p>It's impossible to tell that his toe was down but since the call on the field was a catch they didn;t have enough evidence to overturn it. <p>By rule it wasn't. He did what they call " double-catching" the ball. <p>You answered your own question. By rule neither Devonta's or Goeddert's plays were catches. The refs blew it on the Goeddert call.
