As for spending it (on a team that has "no one good"), do the most upgrades you can. TT Surge 99s are OP and only cost about 330k to build, you could slot in 4-6 of them and another 9-12 All Star Athletes/Draft Night/Draft/etc. and have a respectable team instantly, if Allen sells for 3.6m.

TTS DK which you can get for basically free is a top 3 WR in the game and can spin so I recommend him too
