Zone Hawk?

Does anyone know what it improves? Is it just a super glue version of pick artist or does it increase reaction time when in a zone? 

Finally retiring field pass Ty Law and trying to see if Adderly with MZ and ZH could play on the outside for 1AP or spend the coins and build Jaire with MZ and UC for 3x the price.
