Why do they never call intentional grounding

People are running around 20 yards behind the line of scrimage, throw the ball out of bounds with no WR near by

Yet no intentional grounding

Doesn’t apply when outside the pocket (as long as PA makes past LOS)

It often doesnt...they throw it out of bounds and the ball ends up going out of bounds behind line of scrimage

Although they are outside of pocket

So many throw out of sacks should be grounding. It's the biggest change that needs to be made, so many bail outs it's absurd.
