why do Def 97 players go to 99 but Off. 97 players only go to 98

why do my defensive 97 players go to 99 but my offensive 97 players only go to 98 when i put them in my lineups?

so like same TT same program but the EDGE 97 goes to 99 but the HB 97 or TE 97 goes to 98 only?

so strat cards can make that much of a difference? I wonder which strat cards would upgrade my offensive players? 

what other boosts are there?
