I've been through the gamut, well at least during Zero Chill -- haven't used many of the latest and greatest signal callers, but here was my rough progression:
I don't play enough offensive reps to care at this point, as i'm mostly just logging on later in the evenings for Squads sessions with the boyz and trucking it up to bed after we wrap, but perhaps i'll dabble with some House Rules this weekend, if i'm feeling liek a glutton for punishment. I'd be hard pressed to say that for most people, the new John Elway is almost certainly going to be THE best available; SFL, Gunslinger and Conductor.
Although i have no clue how or where one would even acquire this card. I have to assume he's pay to win, however i know nothing. A lot is going to be based on your personal preferences and play style. There's really no wrong answer, if you prefer the elite QB release style, Caleb is darn cheap. Vick is faster if you prefer to scramble around. But there's also great options (again, pay pig packs) for the uhhh Ultimate Upgrade whatever nonsense, where they're literally just re-using old cards now.

Looks like Caleb was the man, still is. Excited to see where QB goes
Eli with Fearless is dope and has worked for me. Giants theme team of course.
I'm using Purdy on my 49ers team, he's been the best QB I've used all year. I had Vick before him but Purdy makes throws that Vick didn't and doesn't miss wide open throws like Vick.

Im noticing this a little bit. He gets a lot of overthrow animations but sheesh his scrambling is insane

I agree that the scrambling is the biggest perk with Vick but I honestly haven't noticed a drop off with Purdy. I really only scramble close to the goal line but he has outran everyone I've tried to and gets the TD.
