What am I missing?

I am 250 xp short of reaching Level 17 in the Team Builders Field Pass and earning the Team Captain Upgrade Token. I have completed all of the challenges maxing out all the stars, and completed all of the stats for the Field Pass. So what am I missing? Or is that last Upgrade Token just not available yet?
