Unopened Present/Pack Limit?

Does anyone know if the presents count toward the pack limit that you can have? I think it’s 250?

My understanding is that you can have a max of 250 unopened packs in your inventory. I was trying to figure out if the presents count toward that number. 

I saw a video somewhere of someone trying to buy a pack and couldn’t because of the number of unopened packs they already had.
