Just go into the depth chart set him to qb1 and it should work. For no reason Donald Penn is kinda a dawg

Yeah I think they added it around the time the taysom hill TE card was released. The only use I can think of for it is maybe putting a TE in for qb runs but I'm sure someone will find a way to break it.
