Get the fire sale Combine Pat Pete, that is still one of the best outside Corners in the entire game AND he boosts yer other corners by +1 SPD. For ~100k or whatever, you won't find better. Richard Sherman is also pretty decent, full Zone KO stack for 0AP. Tony G. another fantastic option, with that extra height.

Sherm for little budget, Gonzo for big. Surtain is also a fine slot.
But in all honesty Combine PPat + Byron make a great pair of outside cb for cheap, fill in with Sherm and Surtain in slot. All needed zone ko for 0ap. I’d still be doing this if I wasn’t running 16x ASA OOP

Seriously, your budget is one million. Buy a bunch of NFL Combine guys for your secondary, and you'll have some change on hand to buy the training needed to upgrade them.
