Stocking Stuffer Chems Not Working

Raiders TT. Have both Butler and Lockett fully upgraded but they only give me 1 chem each. I have the purple raiders strat item too and that also only gives me 1 chem. Am I missing something?

After fully upgrading, did you open their chem buckets and switch to the x3 version of the chem?
