Part 2 
Should both be LTD’s like DJack and Tyson Campbell unless Bruce Smith and Darren McFadden are going to be the LTD’s

I remember seeing something about this a few weeks ago. I think plans changed and they released them earlier. It doesn't make much sense to release two cards for guys who just got cards less than a month ago.

Agreed.  Lynch already has a 99 and Reed a 98.  Makes no sense at all, not that EA makes sense, so not out of the realm of possibility.

Yeah I think it’s pretty likely that Bruce Smith and Darren McFadden are being used instead of Reed/Lynch for Sugar Rush.

Correct….It was listed after ROH

Sugar Rush, candy, Marshawn, Skittles. 
EA did say be on the look out for his card during this promo…

So your source is mutleaks (which you didn't put in your first post) who is 1. Not official 2. Not always correct. So not 'Part 2 confirmed' at all then
