Should all cards now have the new ability buckets?

With AP cost being cut in half to 6, cards that still have the old ability buckets are at a major disadvantage aside from their custom buckets. This includes 99s like Brady and Mahomes, as well as Sugar Rush players.

If we’re going to lower AP, wouldn’t it make sense to just give all cards the new buckets with every ability being either 1 or 2 AP as well?
