You have to press three buttons to execute an RPO: Select the play, snap the ball, throw the pass. But to defend against it effectively, especially when you need a stop on 4th-and-short, you need the right personnel, alignment, and coverage assignments, and about a dozen inputs on top of that, and that's just to cover a couple RPO variants from a single formation. If I haven't overridden certain defaults in the coaching menu, things get far more complex. Trying to defend against it from no-huddle is elite-level difficult, and when you know that your opponent is going to that well, the counter is ridiculously difficult to apply and to execute.
There are legitimate arguments to classify RPO as a should-be-banned class of play in competitive formats. And, of course, it is far harder than scum kicking to tactically "defend" against.
