The tweet shows a little calendar picture with a date, July 17th.
Also, the lack of a special stream this week suggests it’s probably next week.

That's simply a generic "Calendar" emoji -- i don't (and you should not either) place any weight on that.
Here's some basic research i just did, because i didn't have a solid answer for how, nor why it appears in such a manner, but that was not EA trying to convey a specific date:
The date shown is July 17. This date was first used by Apple as a reference to when iCal for Mac premiered at MacWorld Expo in 2002. Since 2014 Emojipedia has celebrated World Emoji Day on July 17, because of this emoji.
Major platforms previously used a variety of dates on this calendar, but have changed in recent years to also show July 17, to avoid confusion on World Emoji Day.
Unless / until otherwise stated, the content calendar for the week of Monday, July 7th should indicate that Rookie Premier (part 1) will drop on Thursday, July 10th. However, this is merely my own best guess / speculation. I mean, it'd be very on brand for EA to drop a weekly content schedule that doesn't have any content for the week, but i do not believe we'll have to wait until July Seventeen.

Its all very confusing and very much expected by this company as every launch is filled with minimum details and confusion. They also said the special stream was a "maybe" and not guaranteed a few weeks ago on gmm. So it "should" be this thursday but they used a very bad emoji to promote it.
