Set making promos? Uhhhh, great question -- yes, as of today there are a BUNCH of new sets, all the way up to 99 OVR and especially including the new Strategy item sets. Glad i've saved up a full ~year's worth of blue Strategy items so i can build those out.
Beyond that, who knows... doubtful at this rate, but there's always a possibility. I've begun clearing my binder trash, just recently. YMMV.

Damn! I have like 100 88-91 cards I have been holding in case they would be required for sets. Last ones I think needed 87s-88s.
