Why the supporting cast members don't have the ROH chemistry for the specific boost for that player, the inductees have the ROH chemistry but all of them show 1 of 2 tier boost how do you get the 2 of 2 ROH chemistry boost??

The ROH LTD’s and ROH event players have ROH motivator buckets to get the full boosts for the supporting casts.
Some have only one ROH motivator bucket and some have multiple ROH motivator buckets. You can choose which supporting cast player you want to boost.

For a cheap (set), Larry Allen from cpu event and Shockey (25 tokens) can boost 1 full

I am running a rams tt and i got all of them, the AD 99 gives like 4 ROH boost for specific players and I have thos e players in my line up but the other players don't have the ROH chemistry, it just shows AD has that chemistry and it's saying 1 of 2 tiers are active, but I have the player that goes with that boost to make it 2 of 2 but , kupp, whitworth, don't get the 2of 2 boost.. what am I missing

You need a second guy to complete the trifecta essentially. Sean T, Shockey TE, etc.
You only get 1 tier with Aaron Donald

The supporting cast players don’t get chems that count towards the motivator boosts.
You would have to get another player that has the motivator chems to fully boost your supporting cast players.
