RoH Abilities still 0 AP?

I was looking at the abilities on my BND Joel Bitonio and all of the RoH abilities are still 0 AP. I loaded into a game and he had the abilities for 0 AP so it doesn't seem to be a glitch. I thought that they were supposed to raise in AP on 3/27? Is this just for him or do all of the RoH still have this?

Only a few abilities got raised. 99% of them stayed 0AP. It’s not just Bitonio, it’s all of them.
