Illegal man downfield

I rarely see penalties on offense but when I do it seems to always be illegal man downfield. Feel like I only see it in PA or RPO. Have any of you seen this? Is there a way to avoid it or is it just gonna happen

I have seen it on PA boots as well, idk why annoying I can’t control it from my understanding
