How many TT Surge players can you upgrade?

I seem to be missing a few, but thank you VERY much for the direct response. Not running both Brady and Tebow, only have room for one. I believe I have everything else, all three team specific players, then all LTDs (except Tom). I have Tom, but was going to auction him.
