What am I missing. I’ve had limited Garrett, regular Garrett, and can’t figure it out.

Make sure its activated in your lineup its a different button than activating your abilitie  in the lineup menu

Are you equipping a second x-factor? Only the first x-factor bucket starts active and the second bucket overrides the first.
