Pretty sure any of them are guaranteed 94s, you just have to pay more to upgrade guys eliminated earlier.

Team Rep Welcome Players
*Team Rep Welcome Players start at 85 OVR and can be upgraded to 88 OVR in Part 1 using Victory Tokens, but will earn +2 OVR upgrades after the Wild Card, Divisional, and Conference rounds, eventually maxing out at 94 OVR. Upgrades can be unlocked using Victory Tokens from Playoffs Forecasts. Winning Teams will be able to upgrade for 1 Coin per OVR, while losing teams will require Victory Tokens for their upgrades.

94’s will still be good cards in a month. It’s actually really smart to save this pack especially since you can only get them to like 88 overall right now so they’re kinda pointless to have on your team. I saved mine.
