No, absolutely not. Only Universal Coverage. I'm not even sure Shutdown is particularly effective. "More INTs on contested catches" assumes that your DB will be in position to make a play on the ball. That Travis Hunter card looks nice on paper, but it's going to be extremely difficult for me to want to upgrade either of my 6'8" tall outside corners (TonyG & Calvin).
You'll still need relevant Zone KOs, but thankfully Hunter gets basically everything for 0AP. Go nuts. One Step Ahead should basically run routes for whatever receiver he's guarding, but without some Man KOs, the potential for pass break up is significantly less reliable.
It's so seldomly used, that the MUTgg team hasn't even reviewed this ability. Currently stands as "unrated" -- it is not a top tier, nor end-game ability, IMO. More a nice bonus, i guess. I'd never spend any AP on it, nor waste an X-factor slot.
Shutdown defenders have the talent to erase receivers from the game. When they enter the zone, their coverage is tighter and interceptions are more frequent on contested catches.

ive heard a lot of people say it helps them stick to WRs and under cut throws for INTs way better. its it better that UC, no but its very solid for 0 ap.

Thank you for helping to fill in gaps in my knowledge. I just assume if an ability hasn't come on my radar in the 1000+ hours per year i'm spending within Ultiamte Team, well... it's probably because it hasn't been particularly impactful. For 0AP, sure. Might as well.
Imagine if cards and players could actually run around the field and make plays on the ball without needing so many abilities that it begins to lag the game, simply from trying to review your opponent's squad. I've given up on trying to look, i don't have time to read a novella sized stack of abilities in between snaps. UGGH.

yeah, I wish it was like that too. kinda makes it so everyone has the same team of players with the same abilities
