Does Human Joystick negate low agility and COD?

I'm thinking about getting the new season Bettis but that low agility is scaring me. I like Human Joystick on my HB anyways so I'm just wondering if that will negate the low agility and COD.

I think it does. Bettis maxed out and Dickerson feel the same besides take off speed.
