did EA mess up the present players RE +1 speed?

you can currently get +1 speed by just putting 5 training in, was this intentional? the past players got +1 speed with an upgrade also, wonder if EA means they’ll get another +1 speed if they meet their objectives? so essentially +2 speed from their base stat
