There's quite a lot of budget beasts out there now.  It's not difficult to cobble together a 40/40 of yer favorite theme team.  Get as many of these 93 OVR Combine players as possible, they're easily boosted up to max 99 SPD, nearly any position you may need should be available... except O-line.

When evaluating blockers, ignore the OVR and focus on the following stats; PBP, PBF & RBK (ideally all 90+).

Don't just take my word for it, check out this "best value cards" video, Dyllie does great work reviewing cards/content.

I would say SB promo and 93ovr combine cards offer best value

Honestly go watch popular stranger on YouTube. He usually has good budget beast videos. He "usually" provides gameplay for each card as well which is better than most people just making a list. I also recommend every rookie I have all of them starting. They all do enough. From experience I've already won a superbowl on a flawless season with all of them on the team. I do also run a double TT and they make it that much easier to do so.
