Up to 94 speed with tt, Crystal and strat item and up to 95 speed with 20 MF chem. He is rb1 for sure

in all seriousness tho, I think that Jaydon Blue (can be fumble prone), CMC, Reggie Bush, JT, Judkins, and James Cook are pretty good budget RBs for ~150k and under
