not near my game at the moment, but if you are referring to what I think you are, I had the same issue (I thought) and figured it out.  

If I am right about what you are saying, Its not just set completions, there is one set where you put every ASA player into and it gives you the set completion for that goal, and it can be done several times (if you want to spend about 12Million to do it)........................hopefully I am thinking about the right thing here and not misleading you, but I am pretty sure that's what you are running into as I did as well for a bit before figuring out what it was.

Its the separate completionist set.

You need all the cards pretty much.
