Pardon my ignorance but don't we only get 10 tokens in the program (between the pass and challenges) which would get us 1 free 98? How do you get enough tokens for a 2nd free one without spending money on tokens?

You can only get a total of 10 tokens from the field pass progression/challenges/login reward.
The other 20 tokens can be earned from completion sets.

Yes you are correct. The other 20 tokens can be earned from completing all 3 completion sets.
