Is there a way to unlock the locked abilities ? I want to unlock secure protector for 1 ap on Jahri Evans. It says achieve 97 strength. I have him to 97 strength.

Unfortunately no, even if you are getting +strength from strategy items or theme teams it won't unlock it if the card doesn't have that stat number at their base.
