I thought EAs tweet meant GS AND SFL would be 1 AP total. 1 each is bad. Although, I forgive them today since they made a massive mistake in favor of the players.

If you run the ball with your QB and don't mind spending more than half your AP on one player, then yeah.
But if you throw a lot and want to maximize your ability/AP ratio, Stabler is "him".
Now if you REALLY wanna maximize Vick, go get full Daunte UL and put him in as backup QB. Give both of them QB UL chem and watch the boosts. I did it just to check iot out. It's insane. The boosts for this are; +2 agi, +2 btk +2 throw on run, +1 speed, +1 accel +1 awr +1 jump +1 cod +1 stamina +1 pac +1 tup
Personally I have found it hard to use Vick cards not just because I don't really like running with my QB but I just don't like Mike "Man's Best Friend" Vick and have issues using his cards but again that is a personal choice

Does not need gunslinger. Go with Truzz instead. BUT yeah 4 ap. You could run him with 7 ap but it really is not necessary.
