The 85 saquan and Parsons are available in any 85+ slot. The Surtain redux is available in any 87+ slot.
The new set, the Fred and nico are in their respective slots, and you CAN pull Gibbs in a 90+ slot.
I am pretty confident in this, but I wouldn't say 100%.

Only the gibbs is out of packs, but the price of all of them skyrockets when the store offers go away
