I just bought Watson and it doesn't seem to activate on many 1 on 1 opportunities. Does a bullet or lob help the success?

Has anyone tried out both and have a preference? Not sure I want to pay 2 for tank on Davis but his other abilities are crazy. Engram has been a monster for me.
