If you have a theme team you can boost the cards quite a bit and the 99's perform well on their own...I made the set and got Mason Graham and i love him at end…

If you're referring to the 5 96's set I believe it will only have the top 6 picks that will be 99's...or at least that's how it reads based on the set descript…
