Yeah in Solos , Solo Battles or any mode that against the CPU but not in H2H  or any comp mode . Also sorry that your struggling in Solo Battles  , that sucks .

I feel you always need at least 3 good Safeties  usually 4 . So I think fuller will be excellent  regardless .

I know this makes no sense but I always struggle   a bit till you get out of elite then it seemed like clear sailing . You just have grind through elite .

So most of the common consistent Chill  players they normally drop .

I dont think they drop much ,Blitz has been bad for like 2 years
