Let me clarify, you can activate his ability as a backup but unless he is actively playing it will not work.  Hope that helps.

EA unfortunately doesn't get things correct all the time.  You can try contacting EA help if you were locked out of MUT to see if they might be able to help.

They confirmed yesterday during GMM that they will be doing voting again but are unsure of when voting will go live.
