Yes I had the same issue. Make sure each of irvins 3 chems are a diff chem
You need to have 1 chem Seahawks, 1 y2k and 1 LOB in order to get +2 speed on him
If you can stack his aka and LoB chems he’s a user. Need all the LOB guys for that
